RMHS' Mission Supports Program: Empowering Individuals with I/DD Experiencing Homelessness

This session presents RMHS' Mission Supports program, acritical resource in Denver's fight against homelessness, with a focus on empowering individuals with intellectual and developmental disabilities (I/DD). Since its launch in 2017, Mission Supports has served as a lifeline for this vulnerable population, addressing the significant need in a city where an estimated 20% of the homeless population may qualify for I/DD services.
Mission Supports actively connects individuals to essential services – a crucial step towards achieving housing stability. In 2023, Mission Supports transitioned from external partner to becoming an official program of RMHS. This direct partnership has led to greater efficiencies, clearer communication and ultimately simpler access for individuals desiring supportive I/DD services.
This session will highlight the transformative work of Mission Supports and demonstrate how RMHS is empowering individuals with I/DD to exit homelessness and build fulfilling lives in the Denver community.

While both programs aim to help individuals with disabilities live independently, each has its own unique guidelines, processes, and benefits. The presentation will provide an overview of what's important when making the decision between IHSS and CDASS.

When it comes to Diversity, Equity, and Inclusion (DEI) we most often think about being mindful of not discriminating against someone based on race, gender, and sexual orientation. It is a topic that we hear talked about frequently on the national news, in our conference rooms, and at our board meetings. It is an important topic and signals an important shift in our culture and is well overdue. But we’re missing something.
What’s missing is that we don’t think of people with intellectual and developmental disabilities (IDD) when we think of DEI. This lack of inclusivity is especially true in the workplace.
Currently, there are over 6 million people in the U.S. with IDD (200 million globally). There is also an 80% unemployment rate among this population. That number is unacceptable; especially when you consider that this country is facing a very significant hiring crisis. With 11 million jobs open nationally that are proving difficult to fill, why can’t some of them be filled by someone with IDD?
The fact is that hiring people with IDD is smart business. Data from Accenture found that businesses employing people with IDD have seen 28% higher revenue and are growing sales 2.9X faster and profits 4.1X faster than their peers.
As the president and CEO of one of Colorado’s largest nonprofits and service organizations, and as the father of a young man with Down syndrome, I have seen firsthand how powerful inclusivity is. Arc Thrift Stores’ mission is to enhance the lives of individuals with IDD and their families by providing funding to support the ARC, ACL, and other relief organizations in Colorado and nationally. When I first came to arc in 2005, we had only 500 employees and 17 stores. Today we have 1,700 employees and 35 stores. When I started, we had 10 employees with IDD (our Ambassadors); today we have over 400. Today we are a $125 million social enterprise and one of the state’s largest employers of people with IDD. I owe this success in large part to our employees with IDD. They are the heart of the organization. They work in every part of the organization, from the store level to corporate.

What does it mean to be a center of excellence for disability competent care? This is at the heart of the journey of Tepeyac Community Health Center, a federally qualified health center (FQHC) located in North Denver, to create an IDD Integrated Care Gold Standard within a community health center setting. Since 1993, Tepeyac Community Health Center’s mission has remained the same -- to inspire health, wellbeing, and humanity by offering inclusive healthcare as a human right. Session Participants will 1) begin to understand services through a lens of cultural humility that incorporates traditional beliefs and practices of patients within an evidence-based medical model, 2) learn to mitigate the challenges that the disability culture experiences when seeking health care and medical treatment by defining/practicing disability culturally competent gold standard medical care and, 3) understand next steps in this continually evolving journey.

Normal. Unremarkable. Typical. These are just some of the words that describe our nation’s capital at the moment. There certainly hasn’t been a barrage of federal regulations affecting community providers, and providers have definitely received crystal-clear information from federal agencies about if and how to comply. Congress is, as always, a fully functional legislative body. And the upcoming elections? Totally run of the mill, of course!
